The schedule in full

Booking takes the first 10%. Forty-five days on, the sale and purchase agreement is signed against a second 10%. Construction instalments follow at six, twelve, eighteen and twenty-four months from booking, at 5%, 5%, 10% and 10% in turn. Half the price, 50%, waits for handover in Q4 2028.

Put against the AED 550,000 studio, the reservation is AED 55,000 and the SPA payment another AED 55,000, and the four construction instalments are AED 27,500, AED 27,500, AED 55,000 and AED 55,000. The AED 275,000 balance falls due when the keys are issued.

What off-plan means in Oman specifically

Oman's off-plan rules changed recently. Royal Decree 79/2025, the Law Regulating Real Estate, came into force in March 2026 and repealed the earlier statutes on brokerage, apartment ownership and escrow, with its executive regulations to follow within twelve months. Off-plan sales and escrow accounts now sit under that single law.

Much of what circulates online about buying off-plan in Oman predates the change and describes rules that no longer apply. Before contracting, ask Omani counsel for a written view on how escrow and registration work for this project under the new law.

Investment case

Why off-plan in Salalah suits a staged budget

An off-plan purchase trades time for terms. At Mira Ocean Estates half the price is spread over the build and half waits for completion, so a buyer commits in stages while the community goes up.

Half deferred to completion

Fifty per cent of the price is not due until handover in Q4 2028. Until then the buyer's committed capital is the booking payment, the SPA payment and four construction instalments spread over two years.

Twenty per cent to contract

Within forty-five days, 20% has been paid and a specific residence is contracted. On a studio that is AED 110,000, on a one-bedroom AED 220,000 and on a two-bedroom AED 360,000.

Ready on the last payment

The residence completes fully furnished, so the end of the payment schedule is also the start of occupation or letting. No furnishing phase follows the final 50%, and no second budget is needed for it.

First choice of unit

Buying before completion gives first pick of building, floor, plan and aspect as each release is made. Buyers who wait for the finished community choose from whatever earlier reservations have left.

In detail

Off-plan property in Salalah: the schedule and the risks

Instalments in dirhams, by plan

Applied to the published prices, the schedule reads as follows. Studio at AED 550,000: AED 55,000 on booking and again at SPA, AED 27,500 at six and at twelve months, AED 55,000 at eighteen and at twenty-four months, then AED 275,000 at handover. One-bedroom at AED 1,100,000: AED 110,000 twice, AED 55,000 twice, AED 110,000 twice, then AED 550,000. Two-bedroom at AED 1,800,000: AED 180,000 twice, AED 90,000 twice, AED 180,000 twice, then AED 900,000 on completion.

The Expression of Interest

Before a reservation is formalised, an Expression of Interest is placed with AED 55,000. On a studio that is the same figure as the 10% booking instalment; on the larger residences the booking instalment is higher. Ask the sales team to state in writing how the EOI is applied against the booking payment and in what circumstances it is returned. The reservation that follows holds a specific building, floor, plan and aspect, so the unit should be settled before this stage rather than adjusted after it.

What counsel should read in the SPA

The sale and purchase agreement, signed forty-five days after booking, is the document that carries the risk in an off-plan purchase. Omani counsel should check the completion date and what happens if it slips, the default provisions on both sides, the specification schedule that fixes the furnishing package, and the escrow arrangements, which now fall under Royal Decree 79/2025. Park Lane can coordinate the paperwork for a buyer abroad, but the legal opinion should come from an Omani lawyer acting for the buyer alone.

Off-plan against buying complete

A completed property is paid for largely at once and can be walked through before purchase. An off-plan residence is paid for in stages and bought from plans, renders and a written specification. Mira Ocean Estates is under construction to Q4 2028, so the choice here is between buying now on the staged plan or waiting for completion and whatever remains. The trade to weigh is inspection against staging, first choice of unit and a price agreed today for a residence delivered later.

Villas and townhouses on the same schedule

The 50/50 structure applies to the villas and townhouses too, although their prices are released on application rather than published. Once a price is agreed, the percentages apply to it exactly as they do to an apartment: 10% on booking, 10% at SPA, 30% across four instalments to month twenty-four and 50% on handover. Because the starting figures are unpublished, the dirham amounts for a villa or townhouse can only be worked out after the sales team has quoted a specific unit.

Between the last instalment and the keys

The final construction instalment falls twenty-four months after booking, and handover follows in Q4 2028. The length of the gap between them depends on when a buyer reserves. That interval is the time to arrange the completion funds, budget for registration and the 3% transfer fee, and decide whether the residence will be lived in or placed into the hotel's rental management from the day the keys are issued, so that nothing is left to arrange after completion.

Questions

What buyers ask

What is the payment plan at Mira Ocean Estates?
50/50 — 10% on booking, 10% on SPA signing after 45 days, then 5% at six months, 5% at twelve, 10% at eighteen and 10% at twenty-four months, with 50% on handover in Q4 2028.
When will off-plan residences at Mira Ocean Estates be completed?
Handover is scheduled for Q4 2028, when the final 50% of the price falls due. Every residence completes fully furnished, so it can be used or let from that date without a separate fit-out.
Is off-plan property in Oman protected by escrow?
Off-plan sale and escrow are governed by Royal Decree 79/2025, which took effect in March 2026 and repealed the earlier statutes. Confirm the current position for this project with Omani counsel before contracting.
How much do I pay in the first year of an off-plan purchase in Salalah?
30% of the price: 10% on booking, 10% on SPA signing forty-five days later, 5% at six months and 5% at twelve. On a AED 550,000 studio that totals AED 165,000; on a AED 1,100,000 one-bedroom it is AED 330,000.
What happens if off-plan handover in Salalah is delayed?
The consequences are set by the delay provisions in the sale and purchase agreement, which is why they are among the first things Omani counsel should review. This site does not summarise the clause, because it applies per contract and under Royal Decree 79/2025.
Is the AED 55,000 Expression of Interest refundable?
Refund terms are not published on this site. Before placing the EOI, ask the sales team to state in writing how it is applied to the booking instalment and in what circumstances it can be returned.
Can I sell an off-plan residence in Salalah before handover?
Whether a contract can be assigned before completion, and on what terms, is set by the sale and purchase agreement rather than published here. Ask for the assignment clause in writing and have Omani counsel review it before you sign.
Do villas and townhouses in Salalah use the same off-plan payment plan?
Yes, the 50/50 structure applies across the community. Villa and townhouse prices are released on application, and once a price is agreed the same percentages and dates apply to it as to an apartment.
Do I have to be in Oman to sign an off-plan contract?
Not necessarily, but confirm current requirements with Omani counsel, since remote execution arrangements vary by developer and by stage. Park Lane coordinates purchases remotely for buyers abroad and guides them through the documents required at each step.
What is the minimum deposit for off-plan property in Salalah?
At Mira Ocean Estates the lowest booking instalment is AED 55,000, which is 10% of a AED 550,000 studio and also the Expression of Interest amount. A second 10% follows at SPA signing, so AED 110,000 secures a studio within forty-five days.
