Can Foreigners Buy Property in Oman?

Yes — but only in specific places, and the places are the whole answer. Here is the rule, where it applies, and what the title you receive actually is.

Omani property law splits buyers into three groups, and which group you fall into determines not how easy the purchase is but whether it is possible at all.

What an Integrated Tourism Complex is

An ITC is a designated mixed-use development licensed to sell freehold title to buyers of any nationality. It is a legal designation, not a marketing category — a development either holds it or it does not.

Hawana Salalah is an ITC. So is Al Wathba. Most of residential Salalah — Awqad, Al Dahariz, Al Saada, Ittin — is not, which means a great deal of what is publicly advertised for sale in the city is unavailable to a non-GCC buyer regardless of price or condition.

Establish eligibility before you look at anything. The most common wasted month in an Omani purchase is spent on a property the buyer was never able to acquire.

The title you receive

Registered freehold — a title deed, mulkiya — in the buyer's own name. No local partner, no nominee, no holding company. The property can be sold, let, mortgaged and inherited.

Registration attracts a transfer fee of 3% of purchase value.

Residency and tax

Property ownership may qualify a buyer for a renewable Omani residence permit. The tiers run from a standard renewable two-year property-owner permit up to ten-year investor residency, depending on the level of investment.

Take that as the shape of the scheme rather than as a promise attached to a particular purchase. Published sources differ on where the thresholds sit, and material in circulation quotes the ten-year tier without stating what qualifies for it. Confirm the tier your intended purchase reaches, in writing, before you rely on it.

On tax, Oman is a low-tax environment for property owners and levies no inheritance tax, which simplifies long-term holding and transfer between generations.

The law changed recently

Royal Decree 79/2025, the Law Regulating Real Estate, took effect around mid-March 2026 and repealed the previous brokerage, apartment-ownership and escrow statutes. Its executive regulations were due within a year of that date.

Practically, that means guidance published before 2026 — including a lot of what ranks well in search — describes repealed law. Check the date on anything you read, this page included.

This is general information, current at the date shown, and not legal advice. Omani real estate law was substantially rewritten by Royal Decree 79/2025, in force from March 2026. Take a written opinion from Omani counsel before contracting.

Common questions

Can a foreigner buy property in Oman?
Yes, freehold, inside an Integrated Tourism Complex, under Royal Decree 29/2018. Outside an ITC, non-GCC nationals generally cannot buy freehold.
Do I need a local partner?
No. ITC title is registered as a mulkiya in the buyer's own name.
Which parts of Salalah can foreigners buy in?
The ITC communities, principally Hawana Salalah. The ordinary residential districts are not open to non-GCC freehold purchase. Mira Ocean Estates sits inside Hawana Salalah, so it is available freehold with no restriction on nationality.
Is there inheritance tax in Oman?
No. Oman levies no inheritance tax and is a low-tax environment for property owners.
